In the given circuit the value of $\left|\dfrac{I_1+I_3}{I_2}\right|$ is ______.

Take the left wire at $0$ V. The positive plate of each cell faces right, so the middle node is at $10$ V and the right wire at $30$ V.
$I_1=I_2=\dfrac{10-0}{10}=1$ A (towards the left wire, as marked). $I_3$, marked from left to right, is $\dfrac{0-30}{10}=-3$ A.
$$\left|\frac{I_1+I_3}{I_2}\right|=\left|\frac{1-3}{1}\right|=2$$
