For an ideal gas at constant temperature $PV=nRT$ = constant, so each isotherm is a rectangular hyperbola (not a straight line).
A higher temperature gives a larger $PV$, i.e. a hyperbola farther from the origin. So $T_1$ is innermost and $T_3$ outermost: graph (4).
