The force required to be applied on the surface of water in the thicker arm to maintain equilibrium of the water is ______ N.

By Pascal's law the pressure is the same on both surfaces, so $F \propto d^2$:
$$F = 10\times\left(\frac{14}{1.4}\right)^2 = 10\times100 = 1000\ \text{N}$$
