Faraday's law $\oint\vec E\cdot d\vec l=-\dfrac{\partial\phi_B}{\partial t}$ describes the non-zero circulation of $\vec E$ produced by a changing magnetic flux; in static conditions the circulation is zero and the law reduces to option (2). Options (1) and (2) are the static forms, and Gauss's law (3) holds in both cases.
