Answer: (C) $0\ \text{V}$
All eight cells are in series in one closed loop and aid each other, with no external resistance.
$$I = \frac{8\times5}{8\times0.2} = \frac{40}{1.6} = 25\ \text{A}$$
The voltmeter reads the terminal voltage of one cell:
$$V = E - Ir = 5 - 25\times0.2 = 0\ \text{V}$$
