Answer: (A) $0.5$
In steady state no current flows in the capacitor branch, so there is no drop across its $4\ \Omega$ resistor.
Current flows round the loop of the $2$ V cell, the $6\ \Omega$ and the $2\ \Omega$: $I = \dfrac{2}{8} = 0.25$ A.
The capacitor branch is in parallel with the $2\ \Omega$, so $V_C = 0.25 \times 2 = 0.5$ V.
