Answer: (C) $\dfrac{K_1 + 3K_2}{4}$
The heat flows along the axis through both parts side by side, so they are in parallel:
$$K_{eff}(A_1 + A_2) = K_1A_1 + K_2A_2, \quad A_1 = \pi R^2,\ A_2 = 3\pi R^2$$
$$K_{eff} = \frac{K_1 + 3K_2}{4}$$
