For a shell $I=\tfrac23mR^2$: $K_{rot}=\tfrac13mv^2$, $K_{total}=\tfrac12mv^2+\tfrac13mv^2=\tfrac56mv^2$.
Ratio $=\dfrac{1/3}{5/6}=\dfrac25$, so $x=2$.
