Inside a charged conducting (thin) shell the electric field is zero, so the potential is the same everywhere inside and on the shell:
$$V = \frac{1}{4\pi\epsilon_0}\frac{q}{R}$$
$C$ is the centre and $P$ is on the shell, so $V_C = V_P$ and the potential difference is zero.
