$\rho = \dfrac{m}{l^3}$, so the fractional error is
$$\frac{\Delta\rho}{\rho} = \frac{\Delta m}{m} + 3\frac{\Delta l}{l} = \frac{0.10}{10.00} + 3\times\frac{0.01}{0.10} = 0.01 + 0.30 = 0.31$$
