In a vertical plane at angle $\theta$ to the magnetic meridian, $\tan\delta' = \dfrac{\tan\delta}{\cos\theta} \ge \tan\delta$.
So the true dip $\delta$ is less than (at most equal to) the apparent dip $\delta'$; they are equal only in the magnetic meridian.
