Answer: 15
The force acts on the lower $2$ kg block; only friction accelerates the upper $1$ kg block.
Maximum acceleration of the upper block: $a = \mu g = 0.5\times10 = 5$ m s$^{-2}$.
For the blocks to move together: $F_{max} = (1 + 2)\times5 = 15$ N.
