Answer: (C) $250\ \text{K}$
The vessel is closed, so the volume is constant and $P \propto T$:
$$\frac{\Delta P}{P} = \frac{\Delta T}{T} \Rightarrow 0.004 = \frac{1}{T} \Rightarrow T = 250\ \text{K}$$
