$v_{rms} = \sqrt{3RT/M}$ depends only on temperature, not on pressure.
$$v' = 200\sqrt{\frac{500}{400}} = 200\times\frac{\sqrt5}{2} = 100\sqrt5\ \text{m/s}$$
