Answer: (B) $\dfrac{2}{\sqrt3}Z$
In a closed chamber the number density is fixed, so the collision frequency is proportional to the mean speed, i.e. to $\sqrt T$:
$$Z' = Z\sqrt{\frac{400}{300}} = \frac{2}{\sqrt3}Z$$
