At latitude $\lambda$ the effective acceleration due to gravity is
$$g' = g - \omega^2R\cos^2\lambda$$
Increasing $\omega$ lowers $g'$ wherever $\cos\lambda \ne 0$. At the poles ($\lambda = 90^\circ$) the rotation term is zero, so the weight there is unchanged. Weight decreases everywhere except at the poles.
