Answer: (C) $\dfrac{L}{2m}$
In time $dt$ the radius vector sweeps the area $dA = \frac12 r^2\,d\theta$, so
$$\frac{dA}{dt} = \frac12 r^2\omega = \frac{mr^2\omega}{2m} = \frac{L}{2m}$$
