Answer: (D) $\dfrac{2}{3}mgR_e$
$\Delta U = GMm\left(\dfrac{1}{R_e} - \dfrac{1}{3R_e}\right) = \dfrac{2}{3}\dfrac{GMm}{R_e} = \dfrac{2}{3}mgR_e$ (using $GM = gR_e^2$).
