In the steady state the capacitor draws no current.
Left arms: $3+9=12\ \Omega$, current $1\ \text{A}$; the potential at the left corner is $12-3=9\ \text{V}$ (bottom at $0$).
Right arms: $4+2=6\ \Omega$, current $2\ \text{A}$; the potential at the right corner is $12-8=4\ \text{V}$.
$V_C=5\ \text{V}$, $U=\tfrac12CV^2=\tfrac12\times6\times25=75\ \mu\text{J}$.
