Energy per photon $E=\dfrac{15\times10^3}{10^{16}}=1.5\times10^{-12}\ \text{J}$.
$$\nu=\frac Eh=\frac{1.5\times10^{-12}}{6\times10^{-34}}=2.5\times10^{21}\ \text{Hz}$$
This frequency lies in the gamma-ray region.
