Convert the angle to radians: $1'' = \dfrac{\pi}{180\times3600} \approx 4.85\times10^{-6}$ rad, so
$$\theta = 2000'' \approx 9.70\times10^{-3}\ \text{rad}$$
$$D = d\,\theta = 1.5\times10^{11}\times9.70\times10^{-3} \approx 1.45\times10^{9}\ \text{m}$$
