Resistance, potential (voltage) difference and displacement current can all be measured, since each is defined through measurable changes (a meter always compares two points or measures a rate of change).
The voltage (potential) at a single point, however, has no absolute value: it depends on where we choose the zero of potential. Only the **difference** of potential between two points is physically measurable.
So voltage by itself is not a measurable quantity.
