Answer: (A) AND gate
A NOR gate with both inputs joined acts as a NOT gate, so the first two gates give $\bar A$ and $\bar B$.
$$Y = \overline{\bar A + \bar B} = A\cdot B$$
by De Morgan's theorem. The circuit is an AND gate.
