The voltmeter across $R_T$ must be a galvanometer with a large resistance in series ($G_1$ with $R_1=10\ \text{M}\Omega$). The ammeter in series must be a galvanometer with a small shunt in parallel ($G_2$ shunted by $R_2=0.001\ \Omega$).
