Each term must have the dimensions of force, $[MLT^{-2}]$.
$[a][T] = [MLT^{-2}] \Rightarrow [a] = [MLT^{-3}]$
$[b][T^2] = [MLT^{-2}] \Rightarrow [b] = [MLT^{-4}]$
